Blue Rock Human Capital Recruits Chief People Officer for Mark III Construction

November 13, 2025 – Talent acquisition strategies at many large companies have become as complex as their balance sheets. And while chief human resource officers play a vital role in overseeing an organization’s broad-based workforce, the chief people officer typically goes beyond overseeing its people policies. The focus instead is on building talent as a key competitive advantage, with more emphasis on culture, which includes values, ethics, and mission. They are responsible for championing an organization’s talent through the development and execution of a comprehensive people strategy and employee experience.
As companies look to build internal brand awareness and set their sights more on establishing and driving their own unique cultures, CPOs are coming more into vogue. And executive search firms have been stepping up their efforts to assist companies to find new chief people officers. Blue Rock Human Capital has assisted in the recruitment of Chris Williams-Campbell as chief people officer of Mark III Construction, Inc., a multi-trade construction company operating across California and Nevada.
The appointment aligns with Mark III’s ongoing emphasis on talent, culture and innovation as part of its service in sectors such as healthcare, e-commerce, food & beverage, commercial and education. In this role, Mr. Williams-Campbell will oversee the company’s people strategy, culture, leadership development, and workforce initiatives to align with the company’s growth objectives.
Mr. Williams-Campbell brings more than 20 years of human-resources leadership experience. He previously served as vice president of human resources at Origin Materials, where he supported HR strategy and organizational development for the company’s innovative materials business. Mr. Williams-Campbell also served as head of people & culture at Arcadia Biosciences, where he led HR operations during a growth/expansion phase, implementing scalable HR strategies and culture change. In addition, he served as vice president of human resources, Americas at H.M. Clause (Groupe Limagrain), a global agricultural business.
Founded in 1976, Mark III started as an electrical contractor with a vision to become a multi-trade construction company. It is a full-service construction company with three unique and complementary business units – M3 MEP, M3 Service, and M3 Components.
