Rokos Group Tapped by Contra Costa Health for CFO Search

March 13, 2026 – Newport Beach, CA-based executive search firm Rokos Group has been retained by Contra Costa Health (CCH) in California to lead in its search for a new CFO. Greg Rokos and Mark Lukacs are leading the assignment. This leader will help guide the financial strategy for a large, integrated public health system delivering hospital, health plan, behavioral health, and public health services to communities across Contra Costa County.
Reporting to the CEO of Contra Costa Health, the CFO serves as the senior financial leader and strategic advisor for the department. They are responsible for planning, organizing, and directing all financial strategy and operations, including budgeting, financial reporting, revenue cycle oversight, capital planning, and regulatory compliance. The CFO leads the finance division of approximately 160 staff and provides fiscal leadership for an integrated public health system with an annual operating budget of approximately $4 billion.
This role comes at a pivotal time as Contra Costa Health strengthens enterprise-level financial leadership, reporting, and accountability. The CFO will provide both strategic guidance and hands-on leadership to modernize financial processes, enhance operational decision support, and position the organization for long-term sustainability amid evolving federal and state funding dynamics.
Rokos Group is looking for candidates with 10 years of full-time financial management experience in a healthcare environment, including at least five years in an executive-level role within a large, diverse program or public agency providing healthcare to the public. Candidates must also have demonstrated experience in complex healthcare systems; experience spanning both delivery systems and managed care environments is strongly preferred. Knowledge of public reimbursement structures and fiscal strategy across funding streams, including Medi-Cal, Medicare, and supplemental funding programs is also preferred as well as experience operating in unionized environments and supporting labor negotiations through financial modeling and analysis.

As the County’s largest department, CCH employs approximately 5,500 staff and operates with an annual budget of approximately $4 billion.

Rokos Group recently placed Christian Pass as CFO of Keck Medicine of USC. “Pass has more than 30 years of health care finance leadership experience with a proven history of cultivating high-performing teams and guiding organizations through critical financial and operational transformations,” said Rod Hanners, CEO of Keck Medicine. “He brings tremendous knowledge and skill to this position that will support the continued growth of the health system.”
Mr. Pass has held senior leadership roles at the national health services organization Optum. In his most current position, he served as president overseeing provider clients and pay-vider clients (healthcare organizations that deliver care and manage the financial aspects of care). Before working at Optum, Mr. Pass held several senior financial leadership positions at John Muir Health, a health system located in Contra Costa County in Northern California, culminating in his role as CFO.
