Preng & Associates Recruits Chief Construction Officer for Pacifico Energy

November 4, 2026 – Houston-based Preng & Associates has placed Ronald Hall as chief construction officer at Pacifico Energy, a global energy infrastructure developer specializing in power generation and customized energy solutions for commercial, industrial, and data center customers. The appointment comes at a pivotal time for Pacifico Energy as the company advances major power generation developments to meet the rapidly growing electricity demands of artificial intelligence and mission-critical data centers.
Preng & Associates partnered with Pacifico Energy to identify and secure a seasoned executive with extensive experience in power generation, engineering, construction, and complex capital project execution.
Mr. Hall brings more than 35 years of industry experience, including senior leadership positions at Calpine, Tennessee Valley Authority (TVA), and Florida Power & Light. Prior to his executive advisory work at Power Plant Pros, he served as vice president of engineering and special projects at Calpine, where he led project development, construction, and engineering activities across the company’s existing generation fleet and new natural gas and renewable energy projects. His responsibilities included major combined-cycle and peaking generation developments, battery energy storage projects, and power infrastructure supporting large-scale data centers.
During his nearly 15-year tenure at Calpine, Mr. Hall also served as regional vice president of operations for the Central Region, overseeing more than 9,400 MW of natural gas-fired merchant and cogeneration facilities across Texas, with responsibility for more than 300 employees. Previously, as vice president of engineering and construction, he led engineering and construction services and supported the execution of multiple greenfield and expansion projects, including major combined-cycle power generation facilities.
Earlier in his career, Mr. Hall spent nearly two decades with TVA, holding senior operational and engineering leadership roles. His responsibilities included overseeing a fleet of 83 simple-cycle combustion turbine units totaling approximately 6,000 MW, as well as major generation capacity expansion initiatives. He also led efforts to acquire and develop generation assets, resulting in significant capacity additions and substantial capital cost savings.
The appointment coincides with Pacifico Energy’s advancement of Cedar Creek, a large-scale natural gas-fired generation development in Texas designed to provide dedicated power for data center operations. The project reflects growing demand for reliable, on-site electricity generation as hyperscale data centers seek power solutions capable of supporting increasingly complex and energy-intensive operations.
With a portfolio spanning natural gas generation, renewable energy, and energy storage, Pacifico Energy continues to pursue opportunities to develop critical power infrastructure across domestic and international markets. Hall’s appointment further strengthens the company’s leadership team as it advances its development pipeline.
