RM Nephew and Associates Recruits CFO for the International Institute of New England

April 2, 2021 – Executive recruitment firm RM Nephew and Associates has placed Celine Mukasine as the new chief financial officer for the International Institute of New England (IINE) in Boston. Ms. Mukasine previously served as director of finance for Foster America, an organization that seeks to improve the lives of those who are in foster care or at risk of entering the foster care system. Ms. Mukasine brings financial management, accounting and systems experience in both domestic and international non-profit organizations to her role as IINE’s CFO, said the search firm. At IINE, she is leading an organization-wide financial planning process designed to support expanded programming for refugee and immigrant populations in Massachusetts and New Hampshire.

At Foster America, Ms. Mukasine led the non-profit through a smooth spinoff from fiscal sponsorship to independent 501(c) (3) status and built the group’s financial structure and system. The search firm said she played a pivotal role in positioning Foster America for success during COVID-19 and beyond. Prior to Foster America, Ms. Mukasine spent seven years in various finance positions at Last Mile Health, which creates community-based healthcare systems in Liberia, Malawi, Ethiopia and Uganda. She rose to senior positions in the Boston headquarters of the organization and served as director of finance and deputy director of administration in Liberia. A native of Rwanda, Ms. Mukasine earned her undergraduate degree from Kigali Independent University and a graduate degree in international economics and finance from Brandeis University’s International Business School. She speaks four languages.

Founded in 1918, the International Institute of New England is one of the region’s oldest and largest non-profit social service organizations serving new Americans. IINE creates opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. IINE serves more than 2,500 people each year in Boston; Lowell, MA; and Manchester, NH.
