Raines International Fills Positions for SMS/800

August 24, 2012 – New York City-based Raines International Inc. has recruited William Carter as the new chief technology officer for SMS/800. This follows the recent placement of Thomas FitzGerald as chief executive officer. Mr. Carter previously served as senior vice president of global operations, engineering and software for PTGi. Mr. FitzGerald most recently was the vice president and general manager of Frontier Communications.
