Frank Rodriguez has over 18 years of experience in human resources and labor relations leadership. Most recently, Rodriguez served as the Senior Labor Relations Advisor at the University of Michigan. Previous credentials include Human Resources Manager at Eaton Corporation in Jackson, Mississippi, and Senior Human Resources Manager at Libbey, INC in Toledo, Ohio. Rodriguez holds a Juris Doctor from Wayne State University, a Master of Science in Administration – Human Resources from Central Michigan University, and a Bachelor of Arts from Oakland University.

WCC was established in 1965 and opened with a 6-member Board of Trustees, a newly appointed president, and a parcel of land in Ann Arbor and Superior Townships.
